FINANCIAL MEMO

It is recommended that you choose a house within your allowed Overseas Housing Allowance(OHA)ceiling, otherwise you’ll pay the difference. You will receive up to your ceiling or Monthly Rent will be your OHA.Agent and Landlord Fees will be covered by your Move-In Housing Allowance(MIHA).Security Deposit is equivalent to one month rent. You will get it back upon termination of rental unit/House if no damages. Return amount varies depending on the damage/s found during the final inspection.Renter’s Insurance is the amount you will pay from your own pocket. Usually, it is worth 15,000~25,000 yen for 2 years.

RENT

1. OFF BASE Bill pay services
Once you started, it’s automatically deduction from your bank account. You can also pay Utility Bills, Phone Bills and Internet cable Bills.

It will take 3 to 5days for registration. You need to come to pay every month. But you can pay by dollar cash.

3. Bring Yen cash to the Primary agent.
You can pay your rent directly to your housing agent off-base. But you have to bring it by all Yen cash.

APPLIANCES

House/Apt unit are mostly empty.
You can rent all appliances from base free.
At SPW appointment, you can check the list what you want to rent.

Some place are already installed some appliances by landlord. If that gets breaks,
Landlord will fix it or replace to new.

HOW TO OBTAIN A PARKING CERTIFICATE (Off base housing)

If you live at an off base residence the following procedures must be followed:

Obtain a Parking Certificate Residence Verification from at either VRO or the Base Housing Office.

Take the form to the Yokosuka Base Housing Office, where their staff will verify your residence.

Housing Office staff will provide a copy of your lease agreement.
(Pages showing your name and address)

Housing Office staff will request your House Agent to provide you with a map and diagram to your residence and parking space.
(You may also go directly to your House Agent, if it saves you time.)

If your residence falls within 2km of Commander Fleet Activities, Yokosuka, VRO staff will complete the documents and request you to go to the local Land Transportation Office (LTO).)

If your residence is outside of 2km of Commander Fleet Activities, Yokosuka, proceed to appropriate off base police station with the above documents and the paperwork on the vehicle you wish to register. At the police station you will be required to complete a Japanese Parking Certificate application form.*

You will be required to pay a fee of 2,100 yen. An officer will actually go out to inspect each parking space. A Receipt of Acceptance will be issued when you submit the application form.

A Parking permit may not always be granted. ( If the Vehicle is too big for the parking space and sticks out, or another vehicle is parked in the spot at the time of the inspection, your request will be denied and the fee will not be returned.)

You will be required to return to the same JPS on ( or later than) the date shown on the Receipt of Acceptance, issued to you at the time you submitted your request. You will need to take the receipt and 500 yen. (Cost for the Parking Certificate Sticker)

If your request is approved, JPS will return your Japanese Parking Certificate Application Form with the “Han”(seal) from their Chief of the Police. You will be required to pay 500yen for a Parking Certificate Sticker, which is issued at the same time.

Japanese Parking Certificate is only good for a period of one month. Your vehicle needs to be registered at LTO within a month from its issue.

Please come back to VRO with the certificate so our staff can retain copies of your certificate and check your documents prior to your trip to the LTO.

Fees and procedures being taken at LTO have not changed.

*Verification that your residence falls within 2km of Commander Fleet Activities, Yokosuka, can be obtained from Yokosuka Base Housing Office.

Parking Certificate window at JPS is only open during the following hours:
0830-1200 & 1330-1700 (Mon-Fri) Closed on Japanese holidays

PROCEDURE FOR TRANSFER REGISTRATION COMFLEACT (Sales to U.S. Forces, Japan Personnel)

1. Buyer must have:
A valid Driver’s license(USFJ Form 4)
A Parking certificate(see‘How to obtain parking certificate’)
Liability insurance in his /her name for a minimum period 12 months.
① E-4 and below/or civilian equivalent must have an approved request from (CFAY-4651/2) from their CO and CFAY Security Officer.
② An approved command request chit from their respective CO’s.
The request chit must state number of dependents.
*Single E-4 and below /or civilian equivalent are not authorized to purchase or register a vehicle.

Seller must have:
The base Decal (USFJ Form 15A or B) from the vehicle.
Current Road Tax receipt.
Current Japanese Inspection Card (title).
Current base inspection sheet.
Current JCI policy
*If Japanese inspection is expired, you must obtain temporary plates from Yokosuka City Hall (1st floor).

Both parties ( the owner and prospective buyer) must come to Vehicle
Registration Office (VRO) with #1 & #2 items.
*Anyone other than the sponsor must bring an original Power of Attorney (POA)

VRO will issue the transfer registration papers, bill of sale and temporary pass.

The buyer must go to the Land Transportation Office (LTO) to transfer
ownership of Japanese title.
*If it is a motorcycle, the buyer must go to LTO first, then proceed to Yokosuka City Hall (2nd floor), to transfer ownership of road tax.

The buyer must come back to VRO with all vehicle paper from LTO to obtain base Decal.

*If you have temporary plates from Yokosuka City Hall, you need to return them and bring the receipt to VRO to receive base Decal.

WHEN YOU BUY A POV WITH JAPANESE PLATES
NOT FOR MINI CARS (VEHICLES WITH YELLOW LICENSE PLATES)

a. E-4 below / or civilian equivalent must have an approved request from (CFAY-4651/2) from their CO and CFAY Security Officer.

b. An approved command request chit from their respective CO’s. The request chit must state number of dependents.

*Single E-4 and below/or civilian equivalent are not authorized to purchase or register a vehicle.

Obtain a valid driver’s license (USFJ Form 4).

Obtain a parking certificate (see ‘HOW To OBTAIN A PARKING CERTIFICATE’)

Obtain Japanese title (車検証), Stamp Certificate (印鑑証明), Power of Attorney (実印を押した委任状), Bill of Sale (実印を押した譲渡証明証), and current road tax receipt. The Power of Attorney and bill of Sale must have the legal owner’s stamp on them.

*If the address on the Japanese title and legal owner’s present address on the Stamp Certificate and different, need to get Resident Certificate of legal owner.

車検証と印鑑証明の住所が異なる場合は、転居した事を証明する書類(転居が1回だけの時は住民票、2回以上している時は除票)も必要になります。

Obtain Japanese Compulsory insurance (JCI) and Liability insurance for a minimum period of 12 months.

Go to Vehicle Registration Office (VRO) and Obtain registration paperwork.

Go to Yokohama Land Transportation Office (LTO) with the car and obtain new license plates and transfer ownership of Japanese title.

Back to VRO, and obtain Base Sticker (Decal).

*If the Japanese inspection is expired
①After step #5, you must borrow temporary plates from Yokosuka City Hall.
②Get temporary pass from VRO and take your vehicle to the NEX Garage for a base inspection.
③Go on to step #6.

*Anyone other than the sponsor must have an original Power of Attorney (POA).

WHEN YOU BUY A WITHOUT PLATES

a. E-4 and below / or civilian equivalent must have an approved request from (CFAY-4651/2)
from their CO and CFAY Security Officer.

b. An approved command request chit from their respective CO’s. The request chit must state number off dependents.

*Single E-4 and below / or civilian equivalent are not authorized to purchase or register a vehicle.

Obtain a valid driver’s license (USFJ Form 4).

Obtain a parking certificate
( see ‘HOW TO OBTAIN A PARKING CERTIFICATE).

Obtain title and Bill of Sale from dealer.

Obtain Japanese Compulsory Insurance (JCI) and liability insurance least 12months.

Obtain Temporary Plates at Yokosuka City Hall (1st floor).

Go to Vehicle Registration Office (VRO) to get a temporary base pass.

Get safety Inspection at NEX garage.

Go to VRO and obtain registration paperwork..

Go to Land Transportation Office (LTO) in Yokohama with the vehicle.

Return temporary plates to Yokosuka City Hall.

Return to VRO for completion.

*Anyone other than the sponsor must have an original power of Attorney (POA).

JUNKING YOUR VEHICLE

Contact a junk dealer to have your vehicle properly disposed of. There may be some listed in the Seahawk newspaper.

Make sure to get proof of junking, all registration papers, license plates and the base decal.

Bring all of get proof of junking to the Vehicle Registration Office (VRO) to process paperwork for deregistration of your junked vehicle.

Take all the forms from the VRO and the license plates to LTO.

Come back to the VRO to complete deregistration of your junked vehicle.

Japanese house, Apartment is smaller than States side. And mostly of place are unfurnished. Also Elevators are very small of some condo. Please be careful to buy new Bed, American big couch. If you have those already, please make sure to measurement before you select one or move in.
